What is the history of API Gravity? How was the arbitrary scale developed?

The API standards commitee developed it around 1910(?) I wasn't able to find much historical discussion of the API gravity scale on the net. The arbitrary scale was just a formula based on specific gravity so that the values would be between 10 and 70... why 10 and 70? ... I have no clue. Best bet would be to contact the API standards committee directly or talk to someone in the petrochemical industry for more info.
