Wikipedia developers have direct access to the code. They can also run SQL queries that directly change the database (as opposed to Wikipedia:Administrators). Currently, sysop promotion has to be done "by hand" via a SQL query; note that developers have GREAT POWER but are trusted not to confuse this with HIGHER AUTHORITY.
