A program for economic aid to poor countries announced by US President Harry S. Truman at his inauguration speech on January 20, 1949. It was called this way for being mentioned as the fourth among foreign policy objectives mentioned in the speech. The program was extended to countries such as Israel and Iran. However, US government enthusiasm about the program declined under President Dwight D. Eisenhower.
