RTCP hierarchical aggregation

Hierarchical aggregation (or also known as RTCP feedback hierarchy) is a kind of hierarchical scheme in RTCP feedback. The main problem of RTCP is its scalability for lagre sessions. The hierarchicaly aggregation of RTCP feedback can shift borders of limits to even milions of users[1], [2].
