Too public sector centric

While the government plays a key role in the development of S&T in the Philippines, I think it's important not to forget the key roles of the private and civil society sectors as well. I'd like to help work on this eventually, but since I'm very busy, I'd like to encourage other Wikipedians to help address this shortcoming, if you agree with me.
