In British India, CIE stood for Companion of the Order of the Indian Empire, according to Wikipedia. This was a British order of chivalry established in 1878 by Queen Victoria. It was awarded to both British and native officials for meritorious service in India. The order originally had only one class, but was later expanded to include Knight Commander (KCIE) and Knight Grand Commander (GCIE).
