Flooding the zone with shit is a disinformation technique that involves the dissemination of large amounts of sometimes nonsensical disinformation messages designed to distract and exhaust media attention. The term was coined by the right-wing activist Steve Bannon.[1][2]
In a 2018 interview, Bannon was quoted as saying: "The Democrats don’t matter, the real opposition is the media. And the way to deal with them is to flood the zone with shit."[1]
