@UU: a friendly reminder that there are also other dispute resolution processes other than RfC. In any case, the only reason I removed this information was that I couldn't find any sources (the four cited in the article, plus other online sources) that explicitly support this fact. Also, the season pages prior to and including 1990–91 UEFA Cup states that UEFA Cup was the secondary competition, while 1991–92 UEFA Cup and later editions state it is the then-tertiary competiton, even though there aren't any changes to European competitions... I think the 'confusion' arises from the UEFA Cup now being the 2nd tier UEFA competition, but when the Cup Winners' Cup was running, the UEFA Cup was then considered the 3rd tier competition.
(e.g. The UEFA Super Cup was contested by the winners of the Tier 1 and Tier 2 competitions.)
The 'Related Competitions' in the info box is referring to the other competitions at the time of the Cup Winners' Cup, i.e.
European Cup (1st tier)
UEFA Cup (3rd tier)
The Cup Winners' Cup was subsumed into (merged) with the (then 3rd tier) UEFA Cup - with the UEFA Cup (from 1999-2000) then becoming the 2nd tier UEFA competition.
In effect, what the info box is trying to represent is:

The Cup Winners' Cup was the 2nd tier competition - however, in many instances 'weaker' than the UEFA Cup. But the CWC was still regarded as the more prestigious. Which is why its winners were the opposition to the European Cup winners in the Super Cup.
Also, if a club finished runners-up in their league (to qualify for the UEFA Cup), but then subsequently won their domestic national cup, they would enter the Cup Winners' Cup.

For me the issue with considering the 3 competitions as being tiers is that the Cup Winners Cup is not based on league position, the qualification route is completely different and it is thus part of a different pyramid, a pyramid based on cups. The UEFA Cup could be called 2nd tier because it is taken from the league position like he european Cup bu with the cup Winners Cup vs European Cup the CWC is imo better described as 'alternative' and 'less prestigious'.
