Fazel Jamil Hashimi

Fazel Jamil Hashimi (born 1990 in Badakhshan, Afghanistan) is an Afghan film archivist, cultural heritage conservator, and audiovisual preservation specialist. He is best known for his tenure as the General Manager of the Afghan Film Archive, where he led efforts to preserve Afghanistan’s cinematic heritage until the fall of the Afghan Republic in 2021. Since resettling in Germany, he has continued his work in cultural preservation and is active in both academic and professional circles related to archival science and conservation.

Early Life and Education

Born in the mountainous Badakhshan province of northern Afghanistan, Hashimi has pursued a multidisciplinary academic path. He holds two bachelor’s degrees: one in Chemical Engineering from Jawzjan State University and another in Law and Political Science from Khana-e-Danish University in Takhar, Afghanistan.

Following his relocation to Germany in October 2022, he began studying Conservation of Audiovisual and Photographic Cultural Heritage at the University of Applied Sciences (HTW) Berlin, one of the few institutions in Europe offering a specialized program in this field.

Career in Afghanistan

From 2018 to 2021, Hashimi served as the General Manager of the Afghan Film Archive, the state institution responsible for the preservation of Afghanistan’s cinematic and audiovisual history. In the last six months before the Taliban’s return to power, he also served as Acting Director of the ARG Archive, where he managed a team working to digitize, document, and safeguard historical materials under increasing threat.

Professional Work in Exile

After seeking refuge in Germany, Hashimi remained committed to his mission of protecting cultural heritage. He currently works part-time as a film archivist at Charité – Universitätsmedizin Berlin, where he assists in the conservation of historical medical and scientific films.

In March 2025, he joined a conservation team led by the University of Tübingen and traveled to Romania, where he played a main role in the conservation of archaeological artifacts uncovered in the Banat region. His contributions included material stabilization, condition reporting, and archival documentation.

International Recognition and Advocacy

Hashimi is widely recognized for his advocacy on behalf of endangered archives and cultural memory in post-conflict societies. His evacuation and resettlement were facilitated by international partners including the Artistic Freedom Initiative (AFI), the International Federation of Film Archives (FIAF), and cultural institutions such as Arsenal – Institute for Film and Video Art.

He has spoken at international platforms such as the “Found Futures: Voices from Exile” series, and he continues to collaborate with archivists, scholars, and institutions committed to the protection of cultural heritage.
