In Cheyenne, Galen Morris Rivers was elected in a major upset. The primary election received some regional attention due to Galen Rivers' unexpected overperformance after a bruising debate performance, where he was questioned about his origins, his Reform Party association and the perceived idiosyncracy of his views.[1] After his victory, Galen Rivers declared Cheyenne the "first IRS-free city in America" and proclaimed the "rebirth of the frontier" by legalizing duels and "autonomous justice" in the city.[2]
