What is the relationship between Reference Model and Reference Architecture?

Is a reference architecture just more technology specific than a reference model? See for example the comparison of the two at http://en.wikipedia.org/wiki/OASIS_SOA_Reference_Model#Reference_Model_vs._Reference_Architecture . I think they need to be compared and contrasted somewhere.
