March 2025 rewrite

It appears that the article has recently been rewritten, possibly by a (couple of?) paid editor(s) - I've put coi templates on their talk pages. In the rewritten version I've converted in-line ELs to refs and done some copy editing to make it conform to WP standards. The deleted material in the earlier version of the article includes ministerial reshuffles due to change-of-government and past political scandals, which are stale in this context, so I don't see any point in re-adding it.
