Probable rationale: Luxembourgish is the proper adjectival usage and is what's widely used in the lead for bios of people from Luxembourg. The European Union style guide supports this, which, funny enough, is actually run by an editorial team out of Luxembourg. The ngrams regarding "Luxembourgian" vs "Luxembourgish" also support this.
