It appears that in 2009 JSTOR offered a SICI resolver at http://links.jstor.org/sici?sici=Serial Item and Contribution Identifier. As of this moment, it doesn't work, but I found some links to this URL. Daask (talk) 23:48, 11 December 2024 (UTC)[reply]
I worked much longer than that, but only sometimes and only for things withing the JSTOR collection. I personally, with the help of the citation bot, have removed all the JSTOR SICI links from wikipedia en. AManWithNoPlan (talk) 01:58, 12 December 2024 (UTC)[reply]
