Notability

I'm not sure why this article got WP:NOTABLE and WP:ADVERT but I removed some slightly commercial phrases and killed the delete notice. IMSL is definitely a serious player among numerical software packages, with a long history behind it. (I'm not associated with Rogue Wave and actually don't even use their products BTW).
