@VKG1985: Non-free files are only allowed in main space articles per our non-free content guidelines, this file can be uploaded if the article is accepted. You used PD-author in your request, if you are the author, then you would seem to have a conflict of interest and should disclose accordingly on your user page. You should follow the instructions at OTRS to release the image under a free license if you are the author or copyright holder. If you are paid to edit, you should disclose paid contributions, not doing so is a violation of the Wikimedia Terms of Use and are grounds for being blocked from editing. I live on the Reservoir and take beautiful photos of it all the time - such a beautiful setting deserves to be properly represented on this platform.
