At the link I added, it says,

The Alaska script was created by Charley Krerruertsaun around 1909 in Quigillingoq (near Kuskokvim Bay, west coast of Alaska)

and

A syllabary created by Isaak (also known as "Kiatuak" by his Inuit name) around 1909 in Quigilingoq, west coast of Alaska
