But what is it?

Apparently it has "members", so is it an organisation? But "logging systems" (typo for "login systems", i.e. authentication systems?) "employ" it, so is it a technology?

Apparently, HMAC-based one-time password is "a cornerstone" of it; and Time-based one-time password is "the cornerstone" of it. Meanwhile, FIDO Alliance and this article mention each other only as links in their respective "See Also" sections, with no explanation; and the other three "See Also" entries aren't even links.
