The Kuwait Metropolitan Rapid Transit System Project was a developing metro network in Kuwait.[1]. It was originally expected to open in 2025 but due to financial burdens, it was cancelled https://kuwaitlocal.com/news/kuwait-metro-cancelled-due-to-financial-burdens.

Construction

According to MEED in 2021, the metro project is currently in the design stage.[2][3] It is now a PPP project under the management of the Kuwait Authority for Partnership Projects (KAPP).[1][4] The government will own 10% of the project and raise 50% of the funds through an initial public offer.[1] The remaining 40% will be held by the private developer.[1]

The government Partnerships Technical Bureau was to begin procurement in 2012, using PPP contracts.[5] However, tendering is now scheduled for 2021. A January 2020 article in Gulf Business outlined that the metro is "to be constructed" with no timeframe given.[6]

In late 2023, it was announced that the Project was cancelled due to financial burdens on public funds. According to the Partnership Authority, the expenses incurred were a result of consulting contracts that followed legal requirements and were tied to completed work. According to the "Diwan," the Authority's report contradicts the jurisdiction of the Supreme Committee, which approves requests for partnership projects and their studies made by public entities. No. (703) of Article (3) of Law No. (116) of 2014 regarding partnerships between the public and private sectors stipulates that failure to inform the Authority of developments regarding the project will not justify its cancellation. Keep the public entity informed about the latest developments.https://kuwaitlocal.com/news/kuwait-metro-cancelled-due-to-financial-burdens.
