Notation issues

I am having a hard time appreciating what the notation used in Equation 1 is supposed to mean. The meaning of the condition is far from clear. For example, the denominator is written , which based on the numerator appears to mean , which seems like it should simply reduce to which is clearly not what it is intended since this is zero always (following the logic for random variable A with parameter b and real number c).
