Completely notible. Popular song of the 70s, a single, and regardless of it's lack of charting is known by plenty of people who barely know Zappa. This isn't some random single, it's one of Zappa's most known singles.

Notability

I'm sorry if being the high point of Don Pardo's career and being one of Zappa's most known songs by far and being the only single on one of Zappa's most popular albums isn't enough to be notable...but guess what it is! Relax. If it's multiply, reliably, independently sourced, have no fear of deletion. Also, generally, it's best if the other person is allowed to make their points, before one tries to answer possible points. And WP:TIGERS
