New paragraph on the addition of a section on ISERN / reference list

I think it's a good idea to include ISERN in this article. ISERN is not a research lab but an international network of labs working in the field of experimental SE. The bibliography listed on the ISERN web page [1] seem to have a number of reasonable candidates. It's not clear which ones are apropos to experimental software engineering generally and not specialized articles. I'm also wondering if it makes sense to use experimental and empirical synonymously.
