Topic is utterly unclear

What is this article about, exactly? It seems to have little or nothing to do with statistics. Half of the article is written in impenetrable management-speak, and the rest seems to be about behaviorist mental health treatments. Can anyone write a clear sentence summarizing what this article is supposed to cover? Perhaps then we can rename it to reflect its actual subject...
