The word has multiple meanings. In Category:Web applications it's a computer program of some sort that runs on a web server. In Category:Application software it's end-user applications; things like business or education. Thus not all Category:Web applications are Category:Application software. Those "Web applications" that ARE "Application software" are individually categorized with the appropriate "Application software" subcategories.
