Go to the Recent changes page (there's a link on the left of every Wikipedia page), and after checking the edits of 30 users who have a red link to their talk page (meaning no one's ever messaged the person before), post one of three messages or your own variant:

Vandals: An appropriate WP:WARN template - remember to sign your messages. You can give them a greeting as well.
