Looks to be an attempt at a Wikiproject, although improperly named if so. In any case, this is a page about a single userbox that, when clicked, will go to a random featured article. Not a bad idea, but I don't see the need to create a Wikipedia-space page for it, let alone a Wikiproject. How one can make a Wikiproject around a single userbox is beyond me.
