Take the prime factorization of any number. For example, 12=22*31. Some primes will go into the number more than others. For example, 2 goes into 12 more than 3. Some primes will go in more times than any other. For example, 2 goes into 12 more than any other prime. It goes in 2 times, so 2 is the biggest power. The average biggest power is Niven's constant, or 1.70521.
