The data divide is the unequal relationship between those who collect, store, and mine data, and those whose data is collected. The data divide creates divisions and inequalities in the access to data, as well as the analysis, collection, and manipulation of personal data. The ability to use data effectively often requires the use of costly data sets, licenses to relevant software, processing power, and the required skills to analyze them.
