2022 RfC on AfD at scale

• In August 2022 ArbCom ordered a Request for comment regarding article deletions at scale.
• Initial community input indicated an RfC regarding article creations at scale would be a helpful precursor, and ArbCom confirmed this was within scope.
• Discussion of structure and scope of the workshopping phase to develop this first RfC is currently happening here.
