State-Centric definition of Political Science is generally known as traditional or classical definition. According to the traditional concept, Political Science is that discipline which deals with the origin, nature, aims and functions of the state. Bluntschli, the celebrated German scholar, has observed,"Politics is an art which is related to practical problems of state government; as against it, Political Science is the science of state". According to Professor Garner,"Political Science beginsand ends with the state". Gettell defined it as,"historical investigation of what the state ought to be". According to Professor D.D.Raphael,"whatever concerns the state must be included as the subject matter of Political Science". Again ,Paul Janet argues that Political Science is the part of Social Science which studies the foundation of the state and the principal of government. Proffesor Seely,Leacock,Catlin and others hold the same view. According to Burgess,"Political Science is a science of liberty and sovereignty".
