DPAPI has been around since Win2K (at least). Obviously, the encryption available then was not the same as the encryption available now. I think this means that Win11 will request encryption not available on Win2K, and that encryption done with Win11 won't work with decryption done with Win2K. And I think encrypted keys are shared in Domain systems. But I'm not seeing much explanation.
