Former "License" section

I removed the "License" section because a previous contributor seems to have confused "license" with "copyright". STSDAS is not distributed with license terms. The STScI web site has a page ( http://www.stsci.edu/institute/Copyright ) disclaiming copyright of "material credited to STScI on this site". Since STScI does not claim a copyright, they can't offer a license.

You may note that I am making this edit from a computer at STScI, but I do not speak in an official capacity. (I'm just here because a google search showed a soon-to-be-obsolete URL cited in this article.)
