Broad strokes of setup

  1. Create module subtemplates
    1. Get a list of all /shortname, /color, and /abbrev pages
    2. Get the content of the templates in #1.1
    3. Split by alphabet group
    4. Convert each name/shortname/color/abbrev group into a Lua-fied grouping (see Module:Political names/L)
  2. Convert template usage
    1. Set up primary template ({{Political names}} maybe?)
    2. Find templates that are designed to call /shortname, /color, and /abbrev pages
    3. Cvt #2.2 to use module, either by direct invocation or replacement with #2.1
