The Department of Somaliland Immigration "(SIBC)" or Somaliland Immigration and Border Control (Template:Lang-so) (Arabic: دائرة الهجرة ومراقبة الحدود صوماليلاندي) is an agency of the government of Somaliland under the Ministry of Interior and also is the principal authority to execute and implement the immigration laws of Somaliland.[2][3] The SIBC regulates examination and authorization of application for visas, entry and residence permits in Somaliland.
The Immigration Department is also responsible for the issue of Somaliland Passports.
Getting a Visa


Applicants or travelers belonging to the following Category A will be able to obtain an entry visa on arrival at all Somaliland Ports of entry.[4][5]
Category A:
- Diplomatic Passport Holders.
- UN passport holders.
- National Service Passport holders.
- Travelers from Multilateral Agencies, such as EU, AU, World Bank, USAID, IGAD etc.
- All International NGO’s those are registered with the ministry of planning.
- Members of Official Foreign Delegations invited by Somaliland Government.
- Business investors invited by the Somaliland Ministry of Commerce.
- Somali ethnic origin with Foreign Travel Documents.
- Travelers from the following Countries can obtain visas on arrival. Europian Contries, Canada, USA, Brazil, China, Russia, Turkey, Egypt, South Africa, Morocco, Tunisia, Members of Gulf Cooperation Council (GCC) such as Saudi, UAE, Bahrain, Qatar, Oman, Kuwait, and IGAD Region Countries.

Category B:
All other applicants regardless of their nationality are required the visa for the respective Business, Tourist, Health, Education, Transit visa and etc, to apply in advance of their arrival at Department of Immigration Head Quarter through their local agents or their respective Somaliland Diplomatic Mission offices in their countries of residence.
The applicants that is not allowed visas on arrival can be obtainable from Somaliland Diplomatic Mission offices such as (London, UAE, Nairobi, Addis Ababa, Djibouti, etc.). In addition, Visa forms will be obtainable through the Department of Immigration website.
Getting a passport

The issuance of a Somaliland passport is done by the Somaliland Immigration and Border Control.
Somaliland Passport can be issued only to a Somaliland Citizen provided that he proves his citizenship and fulfills the requirements below:
- The applicant should provide a copy of his registration card which was given to him during the election period.
- The applicant should also bring from the CID (Criminal Investigation Department) a document paper proving that the applicant has not committed any crime
- The applicant should also bring a document paper from the district attorney office verifying that the applicant has not committed any crime.
- The applicant should provide 3 resent passport size photographs.
- The Applicant should have a completed Passport Application Form.
