If you look at the PDF of the referenced standard in the section titled "Procedure for Classification of Fine-Grained Soils", it states this. Also note that on the plasticity chart a CL can have a higher plasticity index than a CH, but it cannot have a higher liquid limit. Same with ML and MH.
