It's a keyword, with source link, separate to NORMALIZE, which is not a synonym in PostgreSQL, but unclear I have the best link explaining it. In keyword list in docs, clearly separate. "functions/expressions normalize and is normalized to preprocess or check the strings, instead of using nondeterministic collations.
