Absorbed wisdom about who appears on a Notable people page : Birth makes them notable (See guidance). They should be notable to the City for some reason. Living there for a notable period of time works (See guidance).

WP:NFLISTS clears up images. There are free, and non free images. Free can be used anywhere. Non free (usually fair use) cannot be used in a list.
