Target Operating Model (TOM), in the narrow sense, is a description of the desired state of an organizational model in a business at a chosen date. In a broad sense, it also includes the roadmap to enable the company to achieve this, as well as views on the changes that are related to the desired target state. A Target Operating Model is developed to meet the demands for change expressed by the management board, customers, employees, shareholders, etc. It also takes into account expected changes in economic conditions, changes in the technological environment, etc.. and proposes measures to anticipate these changes.
