<br />
First Secretary of State is an honorific title occasionally used within the Government of the United Kingdom. The title, which implies seniority over all other Secretaries of State, has no specific powers or authority attached to it beyond that of any other Secretary of State.<br />
<br />
The title is not always in use, so there have sometimes been extended gaps between successive holders of the title, the most lengthy of which being the 25 years between 1970 and 1995. The last holder was George Osborne, having held the post from May 2015 until July 2016.<br />
<br />
==Relationship with Deputy Prime Minister==<br />
The post of Deputy Prime Minister had been created in 1942 for Clement Attlee, the leader of the Labour Party in Winston Churchill's wartime coalition ministry. The post indicated that the holder ranked second in government, after the Prime Minister, but did not confer cabinet rank and did not pay a salary. For this reason, the Deputy Prime Minister concurrently held other offices, entitling him to a place in cabinet.<br />
<br />
The title First Secretary of State indicated the holder's rank as a Secretary of State, with a place in cabinet. The title was created in 1962 for Deputy Prime Minister R. A. Butler, granting him a place in cabinet despite not holding a specific cabinet portfolio. Michael Heseltine and John Prescott were also relieved of their cabinet portfolios when serving as Deputy Prime Minister, and were therefore additionally appointed First Secretary of State. In 1964, Prime Minister Harold Wilson established the alternative usage, appointing a First Secretary of State among the cabinet without appointing a Deputy Prime Minister.<br />
<br />
The two titles have only existed concurrently with different holders in one government: in David Cameron's coalition ministry of 2010–15, Nick Clegg, the leader of the Liberal Democrats, was appointed Deputy Prime Minister, and William Hague was appointed First Secretary of State.<br />
<br />
==Most recent holder==<br />
The most recent First Secretary of State was George Osborne, who first received the title from Prime Minister David Cameron in addition to his reappointment as Chancellor of the Exchequer immediately following the 2015 General Election, and held it until he left cabinet in July 2016.<br />

The title, which implies seniority over all other Secretaries of State, has no specific powers or authority attached to it beyond that of any other Secretary of State.<br />
<br />
The title is not always in use, and there have been lengthy periods between successive holders of the title.<br />
<br />
==Relationship with Deputy Prime Minister==<br />
<br />
<br />
The two titles have only existed concurrently with different holders in one government: in David Cameron's coalition ministry of 2010–15, Nick Clegg, the leader of the Liberal Democrats, was appointed Deputy Prime Minister, and William Hague was appointed First Secretary of State.<br />
<br />
==Current holder==<br />
The current First Secretary of State is George Osborne, who first received the title from Prime Minister David Cameron in addition to his reappointment as Chancellor of the Exchequer immediately following the 2015 General Election.<br />

First Secretary of State is an honorific title occasionally used within the Government of the United Kingdom. The title, which implies seniority over all other Secretaries of State, has no specific powers or authority attached to it beyond that of any other Secretary of State.<br />
<br />
The title is not always in use, and there have been lengthy periods between successive holders of the title.<br />
<br />
==Relationship with Deputy Prime Minister==<br />
<br />
<br />
The two titles have only existed concurrently with different holders in one government: in David Cameron's coalition ministry of 2010–15, Nick Clegg, the leader of the Liberal Democrats, was appointed Deputy Prime Minister, and William Hague was appointed First Secretary of State.<br />
<br />
==Current holder==<br />
The current First Secretary of State is George Osborne, who first received the title from Prime Minister David Cameron in addition to his reappointment as Chancellor of the Exchequer immediately following the 2015 General Election.<br />

<br />
First Secretary of State is an honorific title occasionally used within the Government of the United Kingdom. The title, which implies seniority over all other Secretaries of State, has no specific powers or authority attached to it beyond that of any other Secretary of State.<br />
<br />
The title is not always in use, and there have been lengthy periods between successive holders of the title.<br />
<br />
==Relationship with Deputy Prime Minister==<br />
The post of Deputy Prime Minister had been created in 1942 for Clement Attlee, the leader of the Labour Party in Winston Churchill's wartime coalition ministry. The post indicated that the holder ranked second in government, after the Prime Minister, but did not confer cabinet rank. For this reason, the Deputy Prime Minister concurrently held other offices, entitling him to a place in cabinet.<br />
<br />
The title First Secretary of State indicated the holder's rank as a Secretary of State, with a place in cabinet. The title was created in 1963 for Deputy Prime Minister R. A. Butler, granting him a place in cabinet. However, subsequent Labour governments appointed a First Secretary of State without appointing a Deputy Prime Minister.<br />
<br />
The two titles have only existed concurrently with different holders in one government: in David Cameron's coalition ministry of 2010–15, Nick Clegg, the leader of the Liberal Democrats, was appointed Deputy Prime Minister, and William Hague was appointed First Secretary of State.<br />
<br />
==Current holder==<br />
The current First Secretary of State is George Osborne, who first received the title from Prime Minister David Cameron in addition to his reappointment as Chancellor of the Exchequer immediately following the 2015 General Election.<br />

<div>The Israeli Ministry of Welfare and Social Services (משרד הרווחה והשירותים החברתיים, Misrad HaRevaha VeHaSherutim HaHevrati'im) is the branch of government charged to ensure the welfare of the public in Israel and oversee the supply of services.<br />
<br />
The current Minister of Welfare and Social Services Minister is Moshe Kahlon.<br />
<br />
==History==<br />
The ministry was originally divided into two separate ministries – the Labor Ministry and the Welfare Ministry. In 1977 they were united to be the Welfare and Labor Ministry according to the view that labor can lead to welfare. In the term of the second government of Ariel Sharon (2003), the responsibility of work-related issues was transferred to the Industry, Trade and Labor ministry and in 2007 the name was changed to be Welfare and Social Services Ministry.<br />
<br />
==Welfare and Social Services Minister==<br />
The Welfare and Social Services Minister of Israel (שר הרווחה והשירותים החברתיים, Sar HaRevaha VeHaSherutim HaHevrati'im) is the political head of the ministry and part of the Israeli cabinet.<br />

The Intelligence Services Minister (השר לענייני מודיעין, HaSar LeEnyanei Modi'in), also known as the Intelligence and Atomic Energy Minister, is the political head of the Israeli Intelligence community, although authority is shared with the Prime Minister's office. Established on 6 May 2009, the position is currently held by Dan Meridor.<br />
<br />
The minister is involved with intelligence matters, although none of the country's intelligence authorities are subordinate to the ministry; Shin Bet, and Mossad are subordinate to the Prime Minister's office, and the Military Intelligence Directorate operates under the Israel Defense Forces and the Minister of Defense. An additional intelligence body, the Center for Political Research, operates under the Foreign Ministry.<br />

<div>The Home Front Defense Ministry is a ministry in the Israeli government. The current minister is Avi Dichter. The post was created for Matan Vilnai by Prime Minister Benjamin Netanyahu on January 19, 2011. At the time, Netanyahu explained his reasoning for the establishment of the new ministry:<br />
<br />
<br />
During 2007–2011, Matan Vilnai has been effectively in charge of Home Front coordination in his capacity as Deputy Minister of Defense under Ehud Barak. However, this authority had been delegated on a personal basis and might have well expired upon either of the men leaving office.<br />

<div>Politics of Israel<br />
The Jerusalem Affairs Minister of Israel (שר לענייני ירושלים, Sar LeAnyanei Yerushalayim) is an occasional portfolio in the Israeli cabinet. It was first established under the government of Yitzhak Shamir on 27 November 1990, with Avraham Verdiger serving as deputy minister, although Avner Shaki had served as a Minister without Portfolio responsible for Jerusalem Affairs since 1988. However, the post was scrapped by Prime Minister Yitzhak Rabin (who was also the portfolio holder) on 31 December 1992.<br />
<br />
It was resurrected in 2001 in Ariel Sharon's government. In 2005 the role reverted to being the responsibility of a Minister without Portfolio.<br />
